Potential secondary abilities affect the effectiveness of Potentials regarding skills.

If a skill uses 50% of a Potential and you have 10% effectiveness in that Potential, then the skill will gain 55% of that Potential.
If a skill uses the highest of two - or more - Potentials, and you have 10% effectiveness in one of those, then the skill will use the highest of 110% of the effective one and 100% of the non-effective one.
Effectiveness does not affect conversion of Potentials to vitals, nor minimum required Potentials for Professions.
