Richard Rush is a non-Professional American.
Appointed special negotiator for his talents, he's been sent to the UK to negotiate a cooperation agreement while the Great Gate in London is inactive. In exchange for the right of passage and transfer of goods through the Federal Gate of Manhattan, he expects multiple concessions.
Historical Notes
Richard Rush was appointed ambassador to the UK in 1818, so it’s not a stretch to envision him as a special emissary at a time when the previous ambassador – which would be/have been John Quincy Adams, yes, the 6th president himself – might not be fully entrusted with Gate-related negotiations.
