Intelligent Attacks is a Team/Offense skill available at tier 5.

It applies to any offensive category skill that includes Intellect as a Potential.

The effect can be toggled on or off outside of combat, but not during. If there is not enough aether available to use the effect, it will not activate for that skill use.
